BYU provides Internet access to facilitate its educational goals; if BYU decides that YouTube doesn't have enough educational value to outweigh the fact that there's a lot of crap on it, I don't see anything wrong with them blocking it. Having attended BYU for roughly a decade, I agree that there are some students who have had limited exposure to life outside of Utah and Mormondom, I never saw any indication that such limited exposure was encouraged or facilitated by BYU itself.
